Vington is a rich, important agricultural world. Its pleasant climate makes it ideal for tourism, and the world’s high technology makes it easy to attain and maintain high levels of agricultural production. Vington has numerous parks and nature preserves, highlighting the world’s diverse wildlife and beautiful scenery. Little actual starship construction is performed at Vington’s shipyards, as most components must be imported at high cost. Instead, the yards tend to concentrate on maintenance and overhauls. A small, but efficient and well-run local Navy protects the world from attacks.
Vington has “always” had an active participatory democratic government. That’s the official (and popular) opinion. Delving into the world’s history tells a different tale. Several centuries ago the economy and government were controlled by organized crime elements. Only a concerted public effort over several years led to the removal of these groups. Ever since, Vington has had an open society; everyone knows what everyone else is doing, especially their business dealings. This was seen as the only way to keep organized crime out of business and the government. While people from other worlds may consider this “rather excessive”, Vington’s citizens treat it as a normal, and necessary, part of their society.
One side effect of these elements is the process of Social Ostracism. Since everyone is watching everyone else, it is difficult to violate social customs. Once an individual enters the public’s awareness, he/she is more closely monitored (and is usually aware of it). If accepted social customs continue to be violated, the person is put on ‘social trial’; an online public debate is held, and the individual must attempt to justify, defend, or refute the perceived violations. Failure at this defense means the person is Banished from Vington, and never allowed to enter the system again. Outsiders who are aware of this custom may consider the entire process to be excessive, but it works for them, and keeps their society free from outside influence. Which is why it is in place.

Astute readers of science fiction may recognize this system name, and rightly so. This name was unashamedly borrowed from a great series which Heavily influenced the Traveller RPG – The Dumarest Saga, written by E. C. Tubb from 1967 to 2008.
I make no claim to this name; I am only using it for this home brew setting.
