Betu is a community which is languishing on the local interstellar scene. While many other systems have improved their standing and technology (or at least maintained the status quo), Betu has steadily regressed.
The world’s government and society is led by The Scholars, a group of ‘scientists’ who would be recognized as merely cranks and crackpots in any other setting. Their efforts to completely control technology, and all access to it, as well as their refusals of all offworld assistance, has led to steady technological regression over the centuries, and a steep decline in living conditions for the citizenry. Population levels have rapidly declined from tens of millions to a mere 2.6 million, in just a couple centuries. Much of this decline can be explained by the Scholars’ inability to respond to, and contain, several outbreaks of various contagions, which decimated the populace. However lack of general education is certainly another influence. What is worse, these contagions have been commonly occuring human diseases and virii, most of which have been completely eliminated in even mid-tech societies.
Outside observers have noted that unless something in Betu’s situation changes, and soon, the society faces worsening conditions, and continued population declines.
Betu’s starport is located in a remote, frozen northern location, where offworld contact can be easily contained. It has the barest of facilities, allowing for minor repairs of the few visiting starships. Visitors are not permitted to leave the starport under any circumstances, under pain of death.
