Envora is an important, but resource-poor world, located near a major trade lane. Its economy is inefficient, and the world is always in need of imports, especially food. Envora’s industries do produce some desirable trade goods.
The system has few worlds, of which Envora itself is the most inviting. A single gas giant lies further out from Envora, at sufficient distance that most visiting ships will pay the exorbitant fuel costs (+50% cost for unrefined; double cost for refined; ocean refueling is illegal here), rather than take the time needed to reach the giant. And while they have sufficient patrol ships to keep ships from violating the ocean fueling restriction, the same can’t be said about pirates. Any vessel attempting wilderness refueling at the gas giant is taking a risk, and the local patrol cannot guarantee protection, or even assistance if a ship is attacked. There are, of course, detractors who claim such pirates are working for the local government. Whether or not this is true has never been determined.
