System of the Day #63 – Modgud

Although Modgud is a minor system, its numerous planetoid belts produce large quantities of material. Some of this is refined in the system, but much is shipped to nearby industrial worlds for processing, where it is ultimately put to use. Government forces patrol the system as much as it can, but there are many places for pirates to hide. Thus some corporations maintain their own escort craft, and many freighters in the system are armed.

The system itself is unusual in that there isn’t one primary star. Two nearly identical M-class stars orbit a center point. The number of planetoid belts is also high, when the main “world” is factored in. It is suspected by some astronomers that the dual nature of the central star prevented formation of many planets. Each of the system’s belts is productive, and all are expected to remain so for centuries, at least.

Modgud has an interesting form of government. Classified as Representative, it is closer to being a Participatory Democracy. However participants can be anyone, even if they are not from Modgud. Any individual who pays that day’s “participation fees” can partake in the government apparatus, though these fees are much higher for non-citizens and (especially) corporations. All fees are tallied into voting power, and there are many checks and balances in the system to prevent tampering and abuse. The system works surprisingly well, though it is speculated it won’t work for a more populous system.

The furthest planetoid belt in the system (orbit #8) is actually being mined by a corporation based out of a nearby world. This corporation made an early agreement with the government (before its current form took shape), and pays significant taxes to Modgud’s government. It does not, surprizingly, take any part in local government, a fact which shocks many outside observers.
