Shard is a minor system in the region, a tidally-locked world orbiting a dim star. Shard produces good quantities of agricultural goods, especially its rice-like grains, which are in demand on nearby worlds. It is also known for a variety of almost featherless fowl, which is becoming a much desired product for gourmands on nearby high population worlds.
Shard has two distinct governments. The first is based on an old farmer’s cooperative. It is efficiently run, not intrusive, and well respected by its citizens, who number about 1/3 of Shard’s 7 million people.
The second government is not so popular with its citizens, nor with its neighbor. This intrusive government has banned all personal weapons, even on remote farms which must deal with invasive and aggressive wildlife. It is also becoming much more controlling in how the average citizen must conduct their daily routines. As a result farm production has decreased by over 50%, and continues to decline each year. The populace is becoming increasingly rebellious, and martial law is being implemented. In a way this is good for the neighboring country, as it has postponed a threatened invasion, giving them time to prepare.
Waterfall Park may not be an original name, but the location is grandiose, and rather unique. On the rim between Shard’s temperate and cold zones, created by the world’s tidally-locked condition, exists a place of astounding beauty. Several permanent glaciers, located in the cold (frozen) zone emerge into the temperate zone at the outskirts of a long valley, surrounded by mountains. The runoff created by these melting glaciers forms a series of magnificent waterfalls, which cascade down to a lake. The scenery here is an extremely popular tourist destination, and is even popular with offworld travelers. Waterfall Park is located entirely within the smaller, peaceful government on Shard, though it is within 20 kilometers of the border.
The remainder of the system is largely ignored. The outer worlds are too frozen to be of much use (especially at Shard’s level of development), and there are no planetoid belts to attract independent mining operations, nor large corporations.
ADVENTURING OPPORTUNITIES – A small list of potential situations. Each must be fleshed out by the GM.
1. Rescue! The players are visiting the famed Waterfall Park, when a frantic woman approaches them. She can’t locate her daughter, who has a tendency to wander off. Just as she finishes her plea, someone spots a young girl on top of one of the waterfalls. At that moment, a rumbling is heard and a rush of water propels the youngster over the waterfall! Can the players rescue the child, before she is swept into the rapids downstream? Even if their attempt fails, the players will be seen as local heroes. The woman’s husband is a trade official with the local government, who will certainly provide them assistance with paperwork issues and/or locating cargoes to purchase…
