Thipra is a pleasant world, orbiting a cool orange star. Its government is a Dictatorship, but is really controlled by a Council of seven department heads. The dictator is replaced by the Council when their instructions and guidelines aren’t being met. The current Leader is over 90 standard years of age. She has been in her position for 12 years, and is showing no signs of slowing down anytime soon.
Thipra has a great environment for human habitation, and the world has numerous popular tourist attractions. Of these, the most popular are the Rainbow Falls, which the world claims are the highest and loveliest in the Sector, and possibly all of human space. Another popular destination is a small continent near the world’s equator, which has pristine jungle, forest, and mountain parks. Visitors to these parks are limited, to keep them relatively intact, and there is a lengthy waiting list to get in. Park administrators do reserve a small number of spots for last minute visitors to Thipra; they realize not all commercial ships follow set schedules, and have tried to make accommodations for these tourists.
The hot world in the system’s 1st orbit has been established as a mining and manufacturing complex, as well as a political prison. Though the world is habitable, it is not exactly a pleasant place. Over the years a number of prisoners have escaped, and they have formed their own small society in the far outback regions. Various attempts to ‘recover’ or remove these escapees to ‘safety’ have almost always ended in failure. Why the goverment continues these attempts is unknown, as the group is not causing any problems for the colony.
The government, utilizing contracted assistance from offworld, has begun mining operations in the system’s lone planetoid belt. Though in its early stages, the endeavor is already positively impacting local industry. Costs are starting to go down, making the world’s good more competitive in regional markets.

ADVENTURING OPPORTUNITIES – A small list of potential situations. Each must be fleshed out by the GM.
1. Help An Old Lady Out. The players are contacted by a man in his late 30s, who wants to secretly charter their ship. He’ll pay full charter rates plus a hefty Success Only bonus. There will only be passengers – himself, his Grandmother, her three attendants, and their luggage. He has only one strict stipulation – they must not be seen or detected boarding the vessel, and must not be listed on the passenger manifest, at least not on Thipra. They must then be transported at least three jumps to a habitable planet. [Why all the secrecy and subterfuge? His grandmother is Thipra’s current Dictator. She has learned she is about to be replaced, and she would rather take this risk than be killed. She and her grandchildren wish to escape to another habitable world, where she can live out her remaining years in peace. If the players succeed, I’d make them believe they will be pursued, even if they aren’t, with hints of possible assassins… If they succeed getting them off Thipra, the former Dictator will prove to be a wealth of information about the world, and how to navigate its bureaucracy. This insight could be more valuable than the Charter itself.]

Generic (to a point) is always best, I say. Framework, GMs add needed detail. I’ve always preferred this style of adventure seed, myself.
