Chusarvis is a low tech, resource poor, backwater system. The world is a garden world, ideal for humans, with a great climate and decent weather patterns.
Chusarvis has always been run by a series of dictators. Over its history it has seen more than its share of troubles associated with such leaders: wars, purges, atrocities, plagues, famines, and the like. The current leader took over after a lengthy 23 year civil war, ousting the previous religious council. Tens of millions died during this time, and the citizens are just looking for peace, time to recover, and the opportunity to rebuild their livelihoods.
The new leader desires to increase offworld trade, to improve her citizen’s fortunes. Chusarvis, however, has little to offer. The world has few resources, no truly unique materials or trade goods, and its infrastructure (such as it was) has been devastated by decades of conflict. Barring some sort of financial windfall or fortuitous discovery, it will take a lot of work to improve conditions for its citizenry.
