Chuthapra is a minor, low tech world. Situated somewhat near a major trade route, the world sees some commercial traffic. For most of its long existence, Chuthapra has been in a state of conflicted interests, with governments rising and falling with frequent regularity. Currently the world has a mere three governments. However, events within the last few decades have conspired to almost bring the three remaining governments together.
With Chuthapra’s low technology it is unable to prevent outside forces from doing as they wish in the system. Indeed, the societies barely knew of the existence of the system’s single planetoid belt. These factors have allowed nearby systems to utilize the system’s resources as they please, without fear of repercussion from the local governments. One neighboring system has even established a penal colony on one of the local worlds (Hades) – which is also a very productive mine. There are also rumors of secret medical experiments being conducted in the prison, but those may just be hearsay…
Two of these out-system colonies are doing so well, they could threaten to surpass Chuthapra in importance, perhaps even becoming the system’s primary world and trade destination. This has local leaders worried, so much so they have begun to put aside their differences, and are conducting serious talks regarding unification of the governments.
