Hoghan is another poor, backwater world. With few resources to speak of, and a hot, dry climate, the world has drawn little interest from potential colonists or investors over the years. The few people who do live here are proud of their world, though it has had its issues in the past, particularly pirates.
A pirate group set up shop on the world a few decades ago, terrorizing local traffic and raiding nearby systems. An effort by mercenaries, hired by Hoghan’s fledgling government, was eventually able to kick the marauders out of the system at heavy cost. To this day, the world government is still attempting to pay off the loans needed to finance this campaign, and it is feared the world could default on these loans. To combat this, a small but aggressive local police force enforces local laws with impunity, especially when non-citizens are around. Most visitors, having paid a high level of fines and taxes, never return to Hoghan, further adding to its woes.

This is my 175th hand-generated “System of the Day” entry, using the Traveller5 (T5) rules, from Far Future Enterprises. My goal is to publish one random system per day in 2020.

This world’s name was taken from that great scifi book series, The Dumarest Saga, written by E.C. Tubb, and published from 1967 to 2008. I make no claim to this world name; I use it only as an homage to a series which heavily influenced me (and, according to legend, Traveller itself).
