Trani is a world with a “most pleasant” ecology. Most local life is fairly similar to lifeforms humans are used to dealing with. Even better, many of them are suitable for use by humans or their various animals, and there are few virulent diseases originating here. Thus Trani is a most desirable world for human habitation.
Unfortunately, Trani is ruled by a religious government, one which is very controlling of its citizen’s lives. Much of the religious teachings deal with how citizens (humans) must interact with the current environment. While this has been a boon for conservationists, it places great limits on local development. It has taken the local economy centuries to climb back to TL 6 standards, which is where the true technology level of the world sits. The Church, however, uses its wealth to purchase higher technology from offworld. As can be expected, it uses this large technical advantage to control every aspect of its citizens’ lives. Thus, while most normal citizens would gladly live on such a pleasant world (even the lowest of social classes; it’s better than most alternatives), the citizens here are living in misery. The most positive statements of their existence are their bellies are full, and they live on a very pleasant world.
