Paani is another one of those worlds which was colonized for its unique atmospheric compounds; company support settlements led to permanent residency by company employees and dependents, leading to eventual independence from the founding company. In reality, this company IS the government, formed to protect company and (grudgingly) employee interests, as well as protect against possible attacks by outsiders or rivals. Few attacks, if any, have ever occurred, and the system remains relatively quiet, other than the continual freighter traffic, mainly specialized ships to carry the unique compounds this system’s atmosphere provides.
Paani boasts a large, efficiently run orbital starport. This facility is almost exclusively used for traffic control around the world, as well as loading chemicals onto awaiting freighters. Most other (non-tanker) ships must land on Paani itself, while a small fleet of specialized (tanker) small craft ferry chemicals up to the orbital port.
The rest of the system isn’t ignored. Five other worlds host relatively successful, though small, mining operations. Several moons of the system’s pair of gas giants also host mines and support stations.
Note that the listed population levels only provides data for permanent residents; the actual number of people present is usually much higher, when transient employees, ship crews, and others are taken into account. The government maintains a small but strong local fleet of small craft (mainly cutters and shuttles) to patrol and protect the system.
