A cold, wet world, Kazi is not particularly inviting for human settlement. It has large, aggressive native life, particularly in its ice-covered oceans, short growing seasons, and few easily-accessed resources. These factors make the world undesirable as a home, and as there were other, better worlds in the region Kazi was ignored by potential colonists.
After a small but troublesome revolution on a nearby world, a number of people were relocated to Kazi; no other nearby system would have them, as they were rebels, traitors, and criminals. Kazi was seen as a good alternative to imprisoning or killing them; keeping the group in prison would have been too expensive, and executing them would have deep political and social repercussions. The group was dropped at locations across Kazi with basic gear and supplies, and they were left to their own devices. Over the next several decades more groups of undesirables were dropped off here. Orbital surveillance showed few sign of habitats, and it was suspected that most of the new “colonists” had died off.
Years later a social group attempted to make contact, seeking to determine the fates of those unfortunates left here. This group sought to rectify past transgressions by their societies, and assist the group’s descendants with improving their living conditions. Upon landing it was weeks before anyone was located. The small family group which was found immediately attacked the visitors, killing several before fleeing. Over the next several months, this same scenario was replayed on an almost weekly basis; contact was attempted, the visiting party was attacked, and the group fled contact. Eventually it was decided to declare the world off limits, and leave the residents to their own devices.
This is the situation on Kazi to this day. Every few years or decades, some group attempts to determine the situation on Kazi, and they are attacked by locals. No known merchant has been seen to visit the world, though a few pirates have been rumored to have used Kazi as a base of operations.
