Zhi-Nu is a world which has never really concerned itself with the outside world. At least, that’s what the popular opinion is. The reality of the situation is a little different than reported.
Zhi-Nu has never had much of a starport, because the three governments of the world have never come to any solid agreement over its details: where to place it, how to run it, who will run it, and so forth. Enough trade arrives to keep the small world running (higher tech air and cooling units produced offworld, for instance, are much more efficient than anything they themselves can produce), but that’s about it. Until such time as they can reach an agreement, the world will remain a low tech, backwater world.
Meanwhile, the system’s three planetoid belts are being steadily mined by offworld corporations, taking advantage of the lack of local governance and control. These groups are so firmly established that even if the governments of Zhi-Nu can put aside their differences, they will never likely be able to enforce their own dictates on the situations in the planetoid belts.
