Lu-Yan is a backwater world. Settled many centuries ago, the world has always been a backwater in interstellar society – and that’s exactly how the locals like it. Long after it was settled, another group of “refugees” arrived. These particular refugees were rumored to be fleeing from a distant high population world, after supposedly losing an underworld war with a stronger crime family. Fleeing their homeworld, they sought out the most unlikely place, and arrived on this backwater. Whatever the truth of these rumors might have been, this new group was running this small society within a decade.
As can be expected, there is no real law on Lu-Yan, and thus no customs inspections, no medical inspections, and the like. If there was more traffic and people here, there could be a sizeable “open” black market for stolen goods, illicit drugs, and the like. Instead, there is little available; those who live here have their livelihoods, and stick to them. If there is some sort of black market – and no one is saying there “is” or “isn’t” – you would probably have to know the correct people to talk to about such things…
